Forums are finally finished

I've just wrapped up on creating user groups and forums for everything. Admins, game masters, and faction leaders should start slowly filtering in to assign players where they need to be. Faction exclusive forums aren't up yet, but then again, neither are the faction bases or factions themselves really at this point. Those will come up as needed.

Let me know here or on discord if you see any issues, and I'll get them squared away asap.
